Roofing Materials and Fire Ratings: What Matters in the East Bay Hills

If you own or represent a home in the East Bay Hills, roofing is worth understanding beyond the basics of leaks and lifespan. In many areas, the hills fall within a Wildland-Urban Interface (WUI) zone, where residential neighborhoods meet wildland vegetation and where wind-driven fire moves quickly. Recent fires across California, from the Camp Fire to the Tubbs Fire to the Atlas Fire, have demonstrated that roofing materials and assemblies can make a real difference in how a structure performs.

This article covers roof fire ratings, what the 2025 California WUI Code changed, what buyers and sellers should know about the roofing types commonly found in the East Bay Hills, and what falls inside and outside the scope of a home inspection.

1. Roof Fire Ratings: A Quick Overview

Roofing materials are rated in four tiers based on their resistance to external fire exposure.

Class A provides the highest level of protection. Class A roofing resists ignition, limits flame spread, stays in place under fire conditions, and does not produce airborne embers (firebrands) that can ignite neighboring structures.

Class B offers moderate resistance. These materials resist flame spread but are more vulnerable than Class A under severe conditions.

Unrated materials provide no meaningful fire resistance.

California requires Class A roofing for all new construction and significant re-roofing work in mapped Fire Hazard Severity Zones. Much of the East Bay Hills falls within that designation.

2. What Changed in 2026

The 2025 California Wildland-Urban Interface Code (CWUIC), Title 24, Part 7 became mandatory January 1, 2026, and represents a significant restructuring of California's wildfire construction requirements. For homeowners and real estate professionals in the East Bay Hills, a few changes are worth knowing.

Expanded geographic reach. The code now applies to High and Very High Fire Hazard Severity Zones within city limits that were previously exempt. Some East Bay Hills properties that were not subject to these requirements under prior code cycles now are.

Wood shakes and wood shingles are prohibited. Under the 2025 code, wood shakes and wood shingles are not permitted in any mapped Fire Hazard Severity Zone, regardless of fire-retardant treatment. This is a hard prohibition, not a conditional one.

Stricter vent requirements. Traditional vents using simple 1/8-inch metal mesh or basic louvered designs no longer meet code. All vents in fire hazard zones must now be WUI-compliant, meaning they block embers, resist flames, and reduce heat entering the structure. This applies to every vent opening in the building.

3. What Is on East Bay Hills Roofs

The housing stock in the East Bay Hills is varied, and so are the roofing materials found there.

Asphalt shingles are now the most common material. Most modern fiberglass-based asphalt shingles carry a standalone Class A rating and are a reasonable choice for WUI zones when properly installed over a compliant assembly.

Concrete tiles are also a common material. The tiles carry a standalone Class A rating and are a durable choice for WUI zones. They are heavier than most other roofing materials, and the roof framing must be adequate to support the added load. Given the weight, they are usually only installed on new houses, not commonly done as a retrofit roof.

Wood shake roofs are relatively uncommon and by this time most are well beyond their expected lifespan and should be replaced. Under the 2025 code, these are no longer a permitted roofing material in mapped fire hazard zones, treated or untreated.

Spray foam roofs are common on Eichler and Eichler-inspired homes, which are well represented in parts of the East Bay Hills. This is worth paying close attention to. Spray foam without an appropriate fire-resistant coating may fall below Class B, which is a significant concern in a WUI zone. The fire rating of a spray foam roof depends on the coating system applied over it, and coatings degrade over time. An aging or improperly coated spray foam roof may not meet current fire resistance standards. When a spray foam roof is present, the roof should be examined by a qualified foam roofing contractor, and the coating scrutinized for damage and repaired as needed to maintain a Class A rating.

4. When an Upgrade Is Required

California's WUI Code does not require homeowners to upgrade an existing roof simply because it is older or predates current standards. However, certain triggers can require bringing a roof into compliance.

Full re-roofing triggers Class A requirements. Many jurisdictions have requirements that replacing more than 50 percent of the roof area within a set period of time requires the new roof covering and assembly to meet a Class A fire classification. Significant alterations or repairs can also bring the roof into scope, depending on the jurisdiction. Some local jurisdictions within the East Bay Hills have adopted requirements that go beyond the state baseline.

Homeowners planning any significant roofing work should confirm requirements with their local building department before selecting materials. Real estate agents should be aware that a roof replacement on a mapped WUI property is not a discretionary upgrade. Class A compliance is a requirement.

5. What a Home Inspector Looks At, and What They Don't

Home inspectors evaluate roofing for condition. That includes visible damage, wear, improper installation, drainage concerns, flashing issues, and estimated remaining serviceable life. Roof fire ratings are generally outside the scope of a standard home inspection. Inspectors are not typically trained or equipped to verify whether a roof meets Class A requirements or whether an assembly was installed to UL specifications.

Fire rating compliance in WUI zones is typically done by the local building department at the time of permitting the roof repair or replacement. The local building inspector is the one to visit the site during construction to verify proper installation of the roofing assembly. If there is a specific concern about whether a roof meets current fire safety requirements, that question belongs with the local building department.

That said, a home inspector may note the visible roofing material type, flag damaged roofing, or observe a spray foam roof with a degraded coating. Any of those observations are reasonable grounds for further review and repair by a qualified roofer.

A roofing material that meets its fire resistance classification without depending on the assembly beneath it.
Title 24, Part 7 (California WUI Code):
The 2025 California Wildland-Urban Interface Code, mandatory as of January 1, 2026. It consolidated and replaced the previous Chapter 7A provisions and expanded requirements to additional mapped zones.
Wildland-Urban Interface (WUI):
Areas where residential development meets or intermingles with wildland vegetation. WUI zones carry elevated wildfire risk and are subject to stricter building and roofing requirements under California law.
