With another hot summer ahead, and a strong El Niño pattern raising concerns about wildfire conditions, now is a good time to talk about defensible space. Recent revisions to CAL FIRE's fire hazard severity zone maps have placed many East Bay homes in higher-risk categories than they were just a few years ago, catching some homeowners off guard. This article looks at the difference between CAL FIRE defensible space inspectors and home inspectors, and how the two roles intersect.
1. What Defensible Space Inspectors Do
CAL FIRE's Defensible Space Inspection Program has existed for more than 60 years. Defensible space inspectors are hired to evaluate the vegetation and clearance around a property and write reports identifying violations or areas of concern. The goal of defensible space is to reduce the fuel available to a wildfire and reduce the risk that the fire will spread to the structure. These inspectors educate homeowners on the clearances and vegetation management needed to reduce the risks from wind-borne embers.
In Very High Fire Hazard Severity Zones—including portions of the Oakland and Berkeley Hills—state law requires homeowners to maintain defensible space. Local fire departments may be stricter than state minimums, with their own annual inspection schedules, weed abatement deadlines, and complaint processes. For reference:

2. The Three Defensible Space Zones
Zone 0 (0–5 feet from structures): This zone should be essentially free of vegetation and combustible materials—no wood furniture, mulch, or anything that could allow wind-blown embers to accumulate and ignite. In practice, this area is usually hardscaped. Some guidance permits non-combustible potted plants or furnishings (ceramic, metal, stone) in this area, while stricter guidance discourages any items here at all, since no one may be home to move them before a fire arrives. Roofs and gutters also fall under this zone's concerns, since debris in these locations is a common place for embers to collect and start a fire.
Zone 1 (5–30 feet from structures): All dead and dying vegetation should be removed. Trees overhanging into Zone 0 should be trimmed back. Other vegetation should be pruned with adequate spacing between shrubs and trees to limit fire spread.
Zone 2 (30–100 feet from structures): This extended zone often involves cooperation between neighbors, since it can extend onto adjacent properties. Larger spacing is required between trees, and fuel reduction becomes the priority—mowing dry grasses and removing dead vegetation. Removing lower tree branches reduces what's known as the "ladder fuel" effect, where a small ground fire can climb into the tree canopy and become much harder to control.
It's the defensible space inspector who documents violations in these zones. Homeowners are then responsible for correcting the issues and scheduling a reinspection.
3. Where Home Inspectors Fit In
Home inspectors are not defensible space inspectors, but many of us regularly inspect homes in the Wildland-Urban Interface (WUI). While the defensible space inspector focuses on the vegetation around the property, the home inspector is concerned about the house and conditions that impact it. Some of these conditions overlap with what a defensible space inspector would flag. Vegetation growing directly against the house, tree branches overhanging the roof, and gutters or roofs full of debris are common findings. On hillside properties, dried grass and overgrown vegetation are frequently noted as well.
While addressing defensible space isn't part of a standard home inspection scope, it's easy for an inspector to note these conditions when observed. This is especially relevant for buyers purchasing a home in a fire-prone area, who should plan to address vegetation clearance before fire season ramps up.
In high-risk fire zones, a home inspector may also comment on home hardening measures worth considering. These can include replacing standard attic and foundation vents with ember-resistant vents, replacing wood roofs with Class A asphalt shingle roofing, and addressing open space beneath decks where embers can accumulate and ignite combustible materials stored there.
Some home inspectors include WUI-related references in their reports and may recommend that clients contact their local fire department for a defensible space assessment. Reports may also recommend having an arborist evaluate large trees on or near the property. An arborist can identify issues a home inspector typically wouldn't—pest damage, poor pruning history, or growth patterns caused by competition with nearby trees—any of which could make a tree more likely to fail or contribute to fire spread during a wildfire event.
Together, these layers of awareness—defensible space requirements, home inspection observations, and arborist evaluations—all play a part in protecting a home when wildfire conditions arrive. A detailed home inspection may also give homeowners a head start before any required defensible space inspection.
